All public safety dispatchers will be introduced to the Active Shooter and Hostile Event Response (“ASHER”) Awareness Training.  The focus of this training will concentrate on the responsibilities of responding public safety personnel during the first operational phase of this large scale incident which incorporates the first 20 minutes by line level and supervisory personnel.  The goal is to emphasize the important role that each agency plays during this critical period (and beyond) in a multi-disciplinary response involving police, fire, emergency medical services and emergency communications personnel.

Course Overview:

       To ensure uniformity of purpose, all public safety dispatchers will learn and understand the relevant common terminology and the resulting definitions utilized by all responding disciplines pertaining to any ASHER Incident;

       Understand the importance of a Unified Command in efficiently addressing an ASHER Incident & the role that Communications plays in supporting the UC;

       Understand the elements that are required in constructing an Emergency Communications Interoperability Plan;

       Understand the logistics involved in a Rescue Task Force - comprised of Police and Fire working together to treat and extradite casualties that are located within the Warm Zone of an ASHER Incident – and the specific role of Communications Personnel in coordinating the RTF;

       Participants will learn existing best practices for Communications Personnel from statistical analysis by the FBI and from “lessons learned” in the field;

       Understand the elements that are required in constructing a comprehensive Crisis Communications Plan;

       Identify the logistical needs, equipment and additional personnel that are required by Emergency Communications Personnel during the first operational period (<20 minutes) of an ASHER;

       Learn how to develop and utilize a comprehensive Call Taker Checklist;

       Discuss protocols for call back procedures/mutual aid for additional personnel during an ASHER.
